SEC Opens the Door to Tokenized Stock Trading

The Securities and Exchange Commission has issued a landmark order granting temporary, conditional relief designed to facilitate the trading of tokenized versions of stocks listed on the National Market System. Published as an official press release on September 17, the order creates a new category of trading venue — referred to as a Tokenized Securities Venue — that will be permitted to trade tokenized equities through permissioned automated market-maker liquidity pools.

Under the terms of the exemption, qualifying venues are relieved from the traditional statutory definition of an "exchange," while certain liquidity providers operating within these pools receive similar relief from being classified as securities dealers. Issuers of tokenized shares also have the option to opt out of the framework entirely. The timing is notable: the exemption followed closely on the heels of a failed Senate vote earlier in the month on comprehensive digital-asset market structure legislation, which fell short of the 60 votes needed to advance. Rather than wait for Congress, both the SEC and the Commodity Futures Trading Commission have signaled they intend to use their existing statutory authority to move forward with crypto-specific rulemaking independently — a sign that regulatory clarity, even if incremental and agency-driven rather than legislative, is now advancing on multiple fronts simultaneously.

Fed Rate Hike Adds a New Layer of Pressure

Compounding the regulatory news, the Federal Reserve's policymaking committee voted unanimously to raise the benchmark federal funds rate by a quarter percentage point, pushing the target range higher and marking a continuation of the central bank's tightening cycle. The Fed's own economic projections showed that the large majority of policymakers anticipate at least one additional rate increase before the year is out, with the central bank chair noting that underlying inflation has not yet convincingly returned to the 2% target.

Higher interest rates typically raise borrowing costs across the economy and can pressure risk assets, including cryptocurrencies, by making safer yield-bearing instruments more attractive.
